Purpose of consultancy
To support the development and implementation of a comprehensive strategy for rabies control in Tunisia, leveraging a One Health approach to enhance the management of rabies. The consultant will provide technical expertise in the design of the national rabies control strategy, contributing to Tunisia's efforts in human and animal rabies control and elimination.
Background
Rabies remains endemic in Tunisia despite efforts of different involved ministries. A National Programme for Rabies Elimination (PNLA) was implemented in 1982 and is still active since, and benefits from a consequent national budget. The main objective of the PNLA is the elimination of human rabies and the reduction of animal rabies cases.
The PNLA involves multiple ministries in a One Health Approach. Main activities of the PNLA include dog mass vaccination campaigns, human Post Exposure Prophylaxis, dog population management and public awareness.
This consultancy will support the development of a national rabies control strategy, ensuring alignment with international best practices and national priorities.
Deliverables
Deliverable1: Inception Report
● Detailed work plan outlining methodology, key activities, and timeline.
● Review of existing rabies control policy, program, and surveillance system.
Delivrable2: Assessment Report
● Assessment of the current rabies plan: sectors collaboration, missions and roles of each involved ministry, legislation, surveillance system, animal health missions, environment missions, outbreak management, animal vaccination and human vaccination in pre and post exposure, dogs’ management
Deliverable3: National Rabies Control Strategy
● A strategic framework incorporating a One Health approach.
● Policy recommendations for sustainable rabies control and elimination
● Definition of key objectives, priority actions, and implementation roadmap.
● Development of key performance indicators (KPIs) to assess the effectiveness of rabies control activities.
● Organize and animate a workshop involving partners and stakeholder to present and review findings.
● Presentation of the final strategy and recommendations to government authorities. Submission of final consultancy report summarizing activities, findings, and proposed actions.
Education
Essential: Advanced university degree (Master’s level or above) in medicine, veterinary medicine, public health, epidemiology, or a related field.
Experience
Essential:
● A 7 to 10 years of relevant experience at national and international levels in public health, specifically in zoonotic disease control and rabies management.
● Proven experience in the development and implementation of national health strategies, including surveillance systems, vaccination campaigns, and emergency response.
● Experience in facilitating multi-stakeholder workshops and working with governmental and non-governmental organizations
Desirable:
● Experience in managing or contributing to international development or health projects, particularly in the field of zoonotic diseases.
● Experience in collaborating with WHO or other international agencies on zoonotic disease control initiatives.
Skills
● Strong technical knowledge in rabies prevention and control, including surveillance, vaccination, and post-exposure prophylaxis (PEP).
● Excellent drafting and writing skills, with the ability to produce high-quality technical documents, reports, and strategic plans.
● Proven ability to work effectively in a multicultural, multi-disciplinary environment
Languages
Essential: Fluency in both languages French and English
Desirable: Proficiency in Arabic would be an advantage
Location
The Consultant will perform the tasks with duty travels inside Tunisia.
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel
The Consultant is expected to travel according to the required needs to give face-to-face technical assistance and/or training.
Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)
a. Remuneration: at Band level “B” high end of range
b. Expected duration of contract: Six months within period: Start date: 20/05/2025- End date: 20/10/2025
